Which government agencies are responsible for managing and distributing SNAP benefits in the United States?
The United States Department of Agriculture (USDA) at the federal level:
The USDA covers SNAP benefits costs and shares program administration costs with states. After disasters, the USDA and states quickly offer help. This includes replacing lost benefits. It also means providing temporary Disaster SNAP to non-participants who suffered big losses.
State agencies at the state level:
State agencies run and protect SNAP. They check who gets benefits and then distribute them. State legislatures can add rules to the federal SNAP laws. This includes changes to who qualifies, disqualification, and work requirements. Also, they can adjust program outreach. Social or human services departments in each state manage SNAP. They follow federal rules and adapt to state requirements.
Local city, county or private social service organizations:
These organizations represent the SNAP program locally. They inform people, collect data, assist with applications, and update records. Although they don’t set rules, they serve as the state agency’s local representatives. This allows them to explain program changes to clients.
