Some States will not issue more payments in November because they have already finished the delivery of Food Stamps. Actually, 4 of them sent all the SNAP money on November 1, e.g. Alaska, Vermont, Rhode Island, and North Dakota.

SNAP is a federal program. But, it is run by the states. This leads to some differences in eligibility and benefits between states.
In most states, households must meet gross and net income limits to qualify for SNAP. In 2024-2025, the gross monthly income limit is 130% of the poverty line. The net limit is 100% after deductions.
Most states have adopted broad-based categorical eligibility (BBCE). It allows them to align SNAP limits with their TANF-funded programs. This means income and resource limits may be higher in BBCE states.
Resource limits are $3,000 for most households or $4,500 if the household includes an elderly or disabled member. However, many resources like homes and retirement accounts are not counted. Resource limits also vary in states with BBCE.
Able-bodied adults without dependents (ABAWDs) are subject to work requirements to maintain eligibility. However, states can request waivers of this provision in areas with high unemployment.
In 2023, the average monthly SNAP benefit per household member was $157 in Minnesota and $385 in Hawaii. It varied due to cost of living and state policies.

Can SNAP benefits be used for online grocery shopping?
Yes, SNAP benefits can be used for online grocery shopping in all 50 states and the District of Columbia. Here are the key points to consider:
- The SNAP Online Purchasing Pilot began in April 2019 in New York, and has since expanded nationwide. As of September 2024, online purchasing is available in all states except two U.S. territories (Guam and the Virgin Islands).
- Major retailers participating in the SNAP online purchasing program include Amazon, Walmart, ShopRite, and others. The available retailers vary by state. 13
To use SNAP benefits online, you shop through the websites of participating retailers. At checkout, you can securely enter your EBT card PIN to pay for eligible grocery items. - Only eligible food items can be purchased with SNAP benefits online, the same as for in-store purchases. SNAP cannot be used to cover delivery fees or other associated charges.
- To find out if delivery is available in your area, check the retailer websites directly. Delivery zip codes are those where the retailers can provide their full line of groceries, including perishable items.
SNAP amounts in the 48 contiguous States in November
For your information, all SNAP benefit payments include the 2025 COLA increase after October 1, 2024. These maximum amounts will remain the same through September 30, 2025.
An individual can receive from the SNAP program up to $292, however, it you are two members living in the same household the maximum payment will be $536.
Families of four can receive up to $975 and if you are 8 it can be up to $1,756. Some families can sometimes be bigger and they can receive $220 extra per additional person. Apply for Food Stamps if you have a low income and cannot afford to buy food.
